On 3/29/2014 at 12:45 P.M. -  WYBPD received a phone call from a witness who stated that Mark CRAMER, 54 W/M, with No Fixed Address, had just gained illegal entry to a residence within the 1800 block of W. Philadelphia St.
CRAMER was observed lifting up a window to the rear of the property then crawling through into the first floor. The witness stated that he was inside the home for 2-3 minutes, and exited through the same window carrying a white plastic bag, then fled on foot out of the back yard. 

The owner of this home, who was not at home at the time, was then contacted by WYBPD.  This resident also had an active Protection From Abuse Order against CRAMER, forbidding contact and barring him from this residence.
CRAMER was previously arrested and charged by WYBPD on 3/11/2014 for Burglary of a seperate home in the neighborhood, and for also violating the PFA order against this resident. 

3:12 P.M., WYBPD observed CRAMER operating a vehcile nearby this residence and was then stopped and detained.
CRAMER was then advised of his rights, after whichhe admitted to the burglary. CRAMER reasoned that he was currently homeless and was hungry and wanted to get out of the rain. CRAMER admitted to stealing a TV dinner from the kitchen and then leaving.

CRAMER's vehicle contained (2) sockets, which were packed with burnt Chor-boy and a push rod, which are consistent with drug paraphrenalia often used to ingest Crack Cocaine.  WYBPD is also had prior knowledge that CRAMER has a severe Crack Cocaine addiction.CRAMER was transported to Central Booking for processing and to be arrainged on the criminal charges of:
1) Burglary - 1st degree felony
2) Possession of Drug Paraphernalia - misdemeanor
3) PFA  Violation
 CRAMER is currently incarcerated at York County Prison.
