OBSTRUCTED ROADWAY - N. HIGHLAND AVE. @ W. PHILADELPHIA ST.

7/14/13 @ 2:28 P.M. - While a WYBPD patrolman was conducting a traffic stop on N. Highland Avenue, he observed another passenger vehicle loose control due to a suspension malfunction/breakage.   This vehicle was observed skidding to a stop for approximately 30 feet before coming to a complete stop, resting near the intersection of W. Philadelphia St.
 
@ 2:29 P.M. - The patrolman then positioned his cruiser to establish a safety zone for this vehicle and summoned a wrecker from Anderson's Service Center to respond.
 
While directing traffic and speaking with the driver of this disabled vehicle, the patrolman observed another vehicle approach the scene at a high rate of speed before the driver jammed on his brakes.   The driver and in beligerent fashion, then confronted the patrolman demanding to know why the police cruiser was blocking the street.  After the patrolman explained this to the driver, he then demanded that patrolman order the fire department to respond for the purposes of directing traffic.   Ignoring this drivers further attempts to engage in argument, the patrolman moved him along.  
 
The disabled vehicle was then towed away shortly thereafter.
