CROWD CONTROL - YORK EXPO CENTER

On 2/17/13 @ 2:32 P.M. - WYBPD radio dispatched to assist WMTPD units that were requesting any available units to assist with a large crowd of spectators upset with being denied or delayed entry into Expo Center for Patti LaBelle concert.
 
@ 2:32 P.M. - WYBPD arrived at Expo Center and observed thousands of spectators disembarking from 50 plus commercial coach buses and walking to front entrance doors.   Spectators were forming a large crowd as they were not initially allowed to enter and whne entry was made, it was slow and tedious.  Extremely cold and bitter windy conditions also hampering entry.
 
While on scene observed a B/F, wearing a white mink coat and approximately 60 Y.O.A. ejected from venue and to have discarded her belongings, purse and contents onto parking lot.   She then left area towards perimeter fencing and Gate 4, (locked).  
 
WYBPD did attempt to check her welfare and upon making contact with her she was unintelligent in her conversation and began to disrobe.   She did state amongst her mumbling and other outbursts, that she was going to walk back home to Syracuse New York.  
 
She was then placed into custody and released to WMTPD.
